This is a board where the FR4 or CEM3 material is combined with a layer of a base metal. This to dissipate heat away from critical components or areas. In fact it works as a heatsink. Mostly one uses aluminum for the metal core.

Note: It is also possible to generate a heavy copper core pcb but the most common is an aluminum core.

The design rules are similar to conventional PCBs.
